- Solo Rústico — regras gerais — A construção em solo rústico só é viável quando obedecidas as condicionantes legais (atualmente Decreto‑Lei n.º 82/2021) e as normas do PMDFCI; a Câmara aprecia caso a caso.(art. 30; art. 19)
- Distâncias no solo rústico — Novas edificações devem ter uma faixa de proteção mínima de 50 m à estrema da propriedade quando confinantes com floresta/matos, salvo exceções deliberadas pela Câmara.(art. 19)
- Exceções à distância (10 m) — Em casos excecionais (habitação rural, turismo rural, atividades agrícolas/pecuárias ou industriais conexas) a Câmara pode reduzir a faixa para 10 m desde que existam medidas de proteção e parecer favorável da Comissão Municipal de Defesa da Floresta.(art. 19)
- Edificabilidade nos espaços especiais e verdes — Nos Espaços Verdes a construção depende do programa aprovado pela Câmara; equipamentos pequenos têm limites de altura (ver artigos seguintes).(art. 88; art. 89)
- Alturas e pisos — Edifícios contíguos não podem ter uma diferença superior a um piso e, em fachadas com duas frentes em cotas diferentes, não podem ultrapassar dois pisos na cota mais elevada.(art. 61)
- Logradouro e permeabilidade — No espaço urbano central e habitacional deve respeitar‑se, sempre que possível, que 30% do logradouro seja não impermeabilizado (espaço com terra/natureza).(art. 58)
