Uses and land classes
O regulamento define usos dominantes, complementares e compatíveis por categorias e subcategorias de solo, incluindo espaços polivalentes industriais, agroflorestais, naturais, equipamentos e urbanizados.
- Os espaços polivalentes industriais, de serviços e logística destinam-se à instalação de empresas industriais, armazéns e serviços de apoio, identificados e delimitados na planta de ordenamento (zonas da Vila das Lajes, Silveira, Ponta da Ilha).(art. 1; art. 56)
- Cada categoria/subcategoria tem usos dominantes, usos complementares e usos compatíveis, sendo necessária compatibilização por requisitos regulamentares quando coexistem usos distintos.(art. 11)
- Nos espaços agrícolas e agroflorestais os usos dominantes são atividades agrícolas, pecuárias, silvo-pastoris ou florestais, admitindo-se equipamentos de apoio, turismo rural e pequenas áreas de armazéns/indústrias compatíveis com requisitos.(art. 28)

Building capacity and parameters
O regulamento fixa índices, alturas, afastamentos, áreas mínimas e parâmetros por categorias e subcategorias (habitação, turismo, indústria, agropecuária, espaços urbanos), aplicáveis conforme planta e servidões.

- Espaços críticos de regeneração urbana admitem maior intensidade (IUS até 80%, até 3 pisos em regra), com regras específicas de volumetria e integração no núcleo histórico.(art. 55)
Constraints and easements
O regulamento identifica servidões, restrições e áreas protegidas que condicionam usos e operações urbanísticas, incluindo reservas, Parque Natural, Rede Natura, domínio hídrico e áreas de risco.
