Albufeira PDM: zoning, constraints and what may be built

In forcePDM de Albufeira — Regulamento
Official document (DRE)Verified by Foral on 13 October 2026

The entry-into-force date of this version is not known in Foral's inventory — confirm with the municipality.

Can I build on rustic land in Albufeira?

About 86% of the territory of Albufeira is rustic land. That does not mean one may never build, but new housing is as a rule tightly restricted and often prohibited unless the PDM makes an exception (rural settlement, a farmhouse, reconstruction). RAN, REN, protected areas, flood zones or rural fire hazard can still block what the plan would admit. Confirm the class on the map — not only the caderneta predial — and, if in doubt, file a PIP with the Câmara.

Uses and land classes

Building capacity and parameters

Constraints and easements

Procedures and execution

8; art. 31)

Definitions and land classification

12; art. 54)
  • AT, ATI, ATC — AT = área total do terreno; ATI = área total de implantação (somatório da projeção dos pisos); ATC = área total de construção (somatório das áreas de todos os pisos).(art. 54)

Frequently asked questions

Can one build on rustic land in Albufeira?

Not automatically. New housing on rustic land is as a rule tightly restricted and, in agricultural or forest classes, often prohibited — unless the Albufeira PDM makes an exception (rural settlement, a house tied to a farm, rural tourism, reconstruction of a pre-existence). RAN, REN, protected areas, flood zones or rural fire hazard can still block what the PDM would admit. A listing that says “construction is possible” does not replace the map or a PIP at the Câmara Municipal.

Is this PDM in force?

The operativity shown here comes from the ingested legal instrument, not from the status of a revision procedure. Always confirm in the official source.

How does one know the class of a specific plot?

These pages describe the concelho. The caderneta predial is not enough: «prédio rústico» in the tax register is not «solo rústico» in the PDM. Use Explore with the exact point, cross it with the regulation and, for a concrete proposal, file a PIP with the Câmara Municipal of Albufeira.

Are urbanism fees on this page?

No. Verified municipal deadlines and fees live on the Observatório fees page.

How can one be notified if the PDM changes?

Use Watch a plot to follow changes around a point. Foral notifies when relevant signals appear in official sources.

What can I build on a plot in Albufeira?

It depends on the plot's land class on the zoning map and on the rules in the Albufeira PDM regulation. On urban land, housing and other uses are admitted within the class parameters (area, height, setbacks, indices). On rustic land the use is more restricted and new housing is often conditional or prohibited. Only reading the specific plot on the map, cross-checked with the regulation and the constraints, confirms what is possible.

How much can I build on a plot in Albufeira?

Building capacity — floor-area and site-coverage indices, height and setbacks — is set by the PDM regulation for the plot's land class. These pages show the per-class parameters where confirmed; for a specific plot those values are confirmed on the map and in the regulation and, formally, through a pedido de informação prévia (PIP) to the Albufeira Câmara.

What is the difference between urban and rustic land in Albufeira?

Urban land is meant for urbanisation and building; rustic land protects agricultural, forest, natural or risk uses, and building is exceptional. A plot may be either in the PDM, regardless of what the caderneta predial says. The concrete class is read from the zoning map, not the tax register.

What are the most common constraints in Albufeira?

The constraints with most weight are the National Agricultural Reserve (RAN), the National Ecological Reserve (REN), Natura 2000 areas, flood zones and rural fire hazard. This page shows the percentage of each over Albufeira where cartography allows — otherwise it omits the figure rather than inventing one.

How do I file a pedido de informação prévia (PIP) with the Albufeira Câmara?

The PIP is filed with the Câmara Municipal of Albufeira, as a rule at the urbanism desk or the municipal portal, identifying the property and describing the proposal. The reply states whether the works are viable and under which parameters. It is the formal way to confirm what can be built before committing to a deal or a project.

Can I legalise or rebuild a house on rustic land in Albufeira?

A building with proven legal existence may, depending on the Albufeira PDM, be rehabilitated or reconstructed under conditions sometimes more accessible than a wholly new build. Legalising works without a permit depends on the regulation and the applicable constraints. Always confirm with the Câmara, preferably through a PIP.

How is rustic land reclassified as urban in Albufeira?

Reclassifying rustic land as urban is a decision of the Câmara Municipal within the plan, subject to strict RJIGT conditions (since 2025, as a rule contiguity with urban land and an affordable or public-housing component). It is not a landowner's right, nor is it obtained through an individual building request.

Where can I see the Albufeira PDM zoning map online?

This page brings together the zoning map — or the municipal boundary, where land-class cartography has not yet been ingested —, the constraints and the Albufeira PDM regulation, from official sources. For the original document, follow the link to the Diário da República (DRE).
