Definitions and land classification
O regulamento define classes e categorias de solo urbano e rústico, assim como conceitos técnicos utilizados para aplicação do PDM.
- O território é classificado em solo rústico (ex.: Espaços Agrícolas, Florestais, Uso Múltiplo, Naturais, Recursos Geológicos, Aglomerados Rurais, Áreas de Edificação Dispersa, Equipamentos, Atividades Industriais) e solo urbano (ex.: Espaços Centrais, Residenciais, Atividades Económicas, Espaços Verdes, Uso Especial) conforme a Planta de Ordenamento.(art. 14; art. 15)

Uses and land classes
O regulamento especifica usos dominantes e complementares por categoria de solo e condiciona atividades consideradas incompatíveis com cada espaço.
- Determina usos dominantes e complementares nos Espaços Agrícolas (ex.: habitação do explorador, apoios agrícolas, indústria de transformação ligada à atividade) e veda ações que prejudiquem os valores naturais ou a REN/Natura 2000 nessas áreas.(art. 30; art. 23)
- Define usos nos Espaços Florestais (Conservação I, II e Produção) incluindo apoio à exploração, recreio e turismo rural, com interdições à prospeção e exploração de recursos minerais nessas subcategorias quando indicado.(art. 33; art. 36; art. 39)

Building capacity and parameters
O PDM fixa parâmetros de edificabilidade por categorias de solo: índices, áreas máximas de construção, alturas de fachada, número de pisos e percentagens de impermeabilização/implantação.
- Nos Espaços Agrícolas são fixadas áreas máximas por operação (ex.: habitação 300 m2, turismo 2 500 m2) e índices/alturas (p. ex. altura 8 m e 2 pisos, índice de utilização 0,10) conforme quadro do artigo.(art. 31)
- Espaços Florestais e de Uso Múltiplo apresentam indicadores máximos (áreas, alturas - ex.: 8 m/2 pisos, implantação e impermeabilização) específicos por subcategoria; alturas podem ser excecionadas por razões técnicas.(art. 34; art. 37; art. 43)
- Espaços Centrais têm índices e alturas máximas diferenciadas: nível II e III com índice de ocupação 70% e níveis superiores (por ex.: até 5 pisos/17 m em espaços centrais de maior natureza) conforme quadro do artigo 73.(art. 73)
- Nos espaços de atividades económicas e industriais são definidos índices máximos de ocupação, impermeabilização e alturas (ex.: fachada máxima 12 m/condicionada, impermeabilização até 80% em determinados casos).(art. 66; art. 79)
- Disposições gerais obrigam à verificação de infraestrutura básica para edificabilidade e estabelecem que a edificabilidade do prédio depende dos parâmetros urbanísticos e condicionantes identificados na planta de ordenamento.(art. 19; art. 20)

O PDM integra e cartografias servidões administrativas, REN/RAN, Rede Natura 2000, riscos naturais, património e infraestruturas, impondo regimes específicos por área.
- A Planta de Condicionantes identifica RAN, REN, Rede Natura 2000 (ZEC PTCON0003 Alvão-Marão), perímetros de captações, albufeiras, zonas inundáveis e zonas de proteção hidrográfica.(art. 3; art. 6)

- Regime de proteção das vias define faixas de proteção e salvaguarda para sistemas arteriais, distribuidores e locais, com larguras indicativas (ex.: 20 m, 17 m, 8 m) e obrigações relativas a alinhamentos e recuos.(art. 11)
Procedures and execution
O PDM exige documentação e ações específicas para execução, unidades de execução/UOPG e procedimentos de legalização e regularização de preexistências.
- A execução do Plano processa‑se por Unidades de Execução e Unidades Operativas de Planeamento e Gestão (UOPG) delimitadas na Planta, com objetivos e programas próprios para cada UOPG (U1 a U25).(art. 114; art. 115)
- Legalizações de edificações e atividades preexistentes obedecem a conferência técnica, cumprimento de requisitos higieno‑sanitários e outras condições descritas, podendo ser sujeitas a regimes extraordinários de regularização.(art. 18)
- As operações de loteamento e obras de impacto relevante estão sujeitas a previsões de espaços verdes, equipamentos e lugares de estacionamento segundo parâmetros do artigo 111, e podem exigir estudos de tráfego ou de carácter técnico.(art. 111)
