Definitions and land classification
O regulamento define classes e conceitos de avaliação e uso do solo, incluindo índices e tipologias de edificabilidade, tipologias urbanas e elementos de cartografia.

Uses and land classes

Building capacity and parameters
O regulamento fixa parâmetros de edificabilidade, alturas, impermeabilização, índices e regras de cálculo e aplicação conforme categoria de solo e situações específicas.

Constraints and easements
O regulamento integra condicionantes ambientais, patrimoniais, de risco e servidões, aplicando regimes específicos conforme REN/RAN, EEM, zonas inundáveis e faixas de salvaguarda.

Procedures and execution
O regulamento estabelece procedimentos para execução do PDM, unidades de execução (UOPG/SUOPG), legalização de preexistências e documentos/pareceres exigidos para obras e intervenções.

- Exige pareceres prévios para obras em zonas de salvaguarda (aeródromo, infraestruturas) e relatórios arqueológicos aprovados antes de intervenções em áreas arqueológicas; suspende trabalhos em caso de vestígios até parecer técnico.(art. 86; art. 79; art. 80)
- Define instrumentos que acompanham o PDMM (Planta de Ordenamento, Planta de Condicionantes, relatórios ambientais, arqueologia, programa de execução e financiamento) e que devem ser observados na instrução de operações.(art. 3; art. 4)
