Can one build on rustic land in Santo Tirso?

Not automatically. New housing on rustic land is as a rule tightly restricted and, in agricultural or forest classes, often prohibited — unless the Santo Tirso PDM makes an exception (rural settlement, a house tied to a farm, rural tourism, reconstruction of a pre-existence).
