Uses and land classes

- Solo agrícola — No solo agrícola admitem-se usos agrícolas e pecuários como dominantes; pode haver, a título excecional, habitação própria do agricultor, pequenas infraestruturas de apoio e turismo rural, desde que não prejudiquem a produção e a paisagem.(art. 35; art. 35-I)
- Espaço florestal — O uso dominante é o uso florestal (produção, proteção, recreio); são admitidos usos complementares como turismo rural, equipamentos de apoio, infraestruturas e ações de gestão florestal, com limites para não prejudicar a floresta.(art. 35-I)
- Atividades económicas (AE1–AE5) — Existem áreas com subcategorias para atividades económicas: industriais, comerciais, logísticas e de restauração, cada uma com usos dominantes e compatíveis definidos (AE1, AE2, AE3, AE4, AE5).(art. 67)

Building capacity and parameters

- Condições gerais — Para construir é preciso que o terreno seja adequado (topografia, enquadramento), tenha acesso por via com pelo menos 5 m e, em zona urbana, infraestruturas; casos em solo rural sem infraestruturas podem exigir investimentos dos proprietários.(art. 10-C)
- Parâmetros urbanos gerais — Como regra geral, em certas categorias o índice de utilização máximo referido é 1,20 (isto é, até 1,2 vezes a área do terreno em pavimentos), altura máxima 7,5 m e ocupação do terreno até 70%, salvo regimes específicos.(art. 11)
- Rural e agrícola (exemplos práticos) — Para construções de apoio agrícola o índice de utilização pode ser muito baixo (ex.: 0,025 m2/m2 → cerca de 2,5% da área do terreno), a altura habitual não deve ultrapassar 4,5 m e há limites ao número de pisos; instalações de apoio à atividade podem ter índices maiores (ex.: 0,1).(art. 35)
- Empreendimentos turísticos e equipamentos — Empreendimentos turísticos em solo rural exigem via habilitante e infraestruturas; admitem-se índices de utilização específicos (por exemplo 0,1 m2/m2) e limites à área construída (alguns casos até 1000 m2 com condicionantes de enquadramento).(art. 35)
- Profundidade e geometrias — Há limites de profundidade dos edifícios: por exemplo, habitação unifamiliar em banda pode ter até 15 m de profundidade e habitação coletiva em banda até 25 m, salvo exceções justificadas.(art. 15-P)
