Definitions and land classification
O regulamento define a composição do Plano e a classificação/qualificação do solo, referindo plantas de ordenamento e categorias de solo urbano e rústico.
- O Plano é constituído pelo Regulamento e várias Plantas de Ordenamento (classificação e qualificação do solo, valores patrimoniais, estrutura ecológica, zonamento, exposição a riscos, condicionantes) e documentação de suporte.
- São mencionadas a classificação e qualificação do solo e a delimitação territorial constante da Planta de Ordenamento.(art. 1)

Uses and land classes
O regulamento especifica usos dominantes por categorias de espaço (ex.: espaços centrais) e tipos de ocupação admissíveis e incompatibilidades em perímetros urbanos.
- Nos espaços centrais os usos dominantes são habitacional, comércio, serviços e equipamentos, admitindo-se outros usos compatíveis; promovem-se funções centrais, mistura de usos e proteção dos valores históricos.(art. 84)
- O regulamento indica incompatibilidades em perímetros urbanos, nomeadamente estabelecimentos industriais poluentes, instalações pecuárias, lixeiras, depósitos de combustíveis, exploração de recursos geológicos e outras atividades que degradam a qualidade do espaço.(art. 43)
- Regime de ocupação dos perímetros urbanos deve promover diversidade funcional e considerar medidas de salvaguarda para não perturbar tráfego, segurança e habitação.(art. 43)
- A construção de pisos em cave é autorizada exclusivamente para estacionamento, arrumos e áreas técnicas e, em empreendimentos turísticos, desde que cumpridas condições de ventilação e iluminação.(art. 43)
Building capacity and parameters
O regulamento fixa índices, alturas e parâmetros diferenciados por categorias de espaço (comercio/serviços, indústria, espaços centrais), e regras para preenchimento e demolições.

- No preenchimento de parcelas e ocupação de espaços intersticiais devem preservar-se características morfológicas, valorizar-se o espaço público e minimizar impactos na mobilidade pedonal e ciclável.(art. 84)
- Só são admitidas demolições totais quando indispensáveis por segurança ou salubridade, economicamente inviáveis de conservar ou sem valor patrimonial.(art. 84)
Constraints and easements
O Plano inclui diversas plantas e indica regimes e zonas protegidas, áreas de risco e servidões a observar.
- O Plano integra plantas de condicionantes: servidões administrativas, Reserva Agrícola Nacional (RAN), Reserva Ecológica Nacional (REN), e mapas de servidões e condicionantes diversos.
