Definitions and land classification
Classificação do solo e conceitos técnicos adoptados pelo regulamento para aplicação no município.
- O território divide-se em duas classes básicas: solo rural e solo urbano, com categorias e subcategorias detalhadas para o solo rural e categorias funcionais para o solo urbano.(art. 12)

- O regulamento identifica categorias e subcategorias: espaços agrícolas e florestais (produção, conservação, conservação florestal, uso múltiplo), espaços naturais, espaços culturais, espaços de ocupação turística e recreativa, espaços afetos à exploração de recursos geológicos, industriais, apoio à pecuária, aglomerados rurais e espaços de equipamentos estruturantes; e distingue solo urbanizado e solo urbanizável no solo urbano.(art. 12)

Building capacity and parameters

- Para solo urbano, nas áreas a consolidar ou em operações de loteamento, o regulamento fixa alturas, índices de utilização e áreas de impermeabilização diferenciadas por níveis de aglomerado (Nível I, II e restantes), e prevê respeito pela moda da altura da fachada e recuo dominante nas áreas consolidadas.(art. 49)
- Espaços de atividades económicas e de equipamentos têm índices máximos de utilização e impermeabilização e orientações sobre recuos e articulação volumétrica; espaços verdes e equipamentos estruturantes têm limites próprios de ocupação e altura.(art. 51; art. 53; art. 55)

- Regras complementares de defesa da floresta condicionam novas edificações em solo rural (afastamentos, faixas pavimentadas, materiais ignífugos) e proibem construção em áreas de perigosidade de incêndio alta e muito alta exceto infraestruturas definidas.(art. 19)
Constraints and easements
Servidões, áreas protegidas e restrições aplicáveis no Município que condicionam usos, obras e edificabilidade.
- Aplicam-se servidões e restrições de utilidade pública relativas a recursos hídricos, geológicos, agrícolas e florestais, ecológicos (REN, RN2000), património cultural, infraestruturas e outros, ainda que não identificadas na planta de condicionantes.(art. 5)
- A área integrada na Rede Natura 2000 (Sítio Peneda‑Gerês e ZPE Serra do Gerês) está identificada na planta e sujeita a orientações de gestão que proíbem certas ações e condicionam projetos, com necessidade de parecer vinculativo da entidade de tutela para várias intervenções fora dos perímetros urbanos.(art. 6)
- Povoamentos florestais percorridos por incêndios e áreas de alta e muito alta perigosidade constam dos Anexos A e B da Planta de Condicionantes; edificabilidade nessas áreas é condicionada pelo presente regulamento e pela lei.(art. 3; art. 5)
- A estrutura ecológica municipal é área de proteção transversal, onde se limita a edificabilidade (ampliações até 50 % até 300 m2 em casos específicos) e se proíbe instalação de atividades que comprometam qualidade ambiental.(art. 61)
- Perímetros de proteção do património cultural e natural e núcleos de valor patrimonial impõem salvaguardas específicas (obras admitidas, acompanhamento arqueológico, condicionamento de usos e intervenções).(art. 64; art. 65)
Procedures and execution
Instrumentos e formas de execução do Plano, e modalidades de licenciamento e de programação previstas.
- A execução em solo urbanizado processa-se sobretudo por operações urbanísticas previstas na legislação (RJEU), com possibilidade de delimitação de Unidades de Execução quando o município o condicionar.(art. 67)
- Em solo urbanizável, a execução processa-se em Unidades de Execução e Planos de Pormenor; podem autorizar‑se operações avulsas quando assegurem articulação com a zona urbanizada e respeitem parâmetros aplicáveis.(art. 68)
