Can I build on rustic land in Guarda?

About 99% of the territory of Guarda is rustic land. That does not mean one may never build, but new housing is as a rule tightly restricted and often prohibited unless the PDM makes an exception (rural settlement, a farmhouse, reconstruction). RAN, REN, protected areas, flood zones or rural fire hazard can still block what the plan would admit. Definitions and land classification

Classificação do solo e conceitos técnicos adotados no PDM, incluindo categorias de solo rústico e urbano e definições específicas de termos técnicos relevantes para aplicação do plano.

  • O território é classificado em solo rústico e solo urbano, com subcategorias para cada um conforme a Planta de Ordenamento.(art. 10)

  • No solo urbano existem espaços centrais, habitacionais, de atividades económicas, espaços verdes e de uso especial (equipamentos), com usos dominantes e possibilidade de coexistência de usos mistos quando compatíveis.(art. 10; art. 80)
  • Empreendimentos turísticos e parques de campismo têm regras específicas quanto a integração paisagística, materiais permeáveis, limites de altura, pisos e índices de utilização e impermeabilização (artigos 19 e subsequentes especificam tipologias e parâmetros).(art. 19)

Building capacity and parameters

Parâmetros de edificabilidade por categorias e usos — índices, alturas máximas de fachada, número de pisos, limites de área de construção e impermeabilização, com variações por situações (urbano/rústico, turísticos, industriais, etc.).

What can I build on a plot in Guarda?

It depends on the plot's land class on the zoning map and on the rules in the Guarda PDM regulation. On urban land, housing and other uses are admitted within the class parameters (area, height, setbacks, indices). On rustic land the use is more restricted and new housing is often conditional or prohibited.
