Definitions and land classification

O regulamento define classes de planos, operações urbanísticas e conceitos de solo e área de implantação para aplicação do Plano.

Uses and land classes

O regulamento disciplina os usos admitidos por classes de espaço, definindo finalidades principais e condicionamentos específicos a certas atividades.

  • Os espaços urbanos destinam-se a usos residenciais, comerciais e de serviços, incluindo equipamentos e outras funções urbanas, por disporem de infra‑estruturas urbanísticas.(art. 40)
  • Os espaços industriais destinam-se à instalação de actividades industriais, de segurança, escritórios e armazéns, distinguindo espaços existentes e propostos.(art. 45)
  • Nos espaços não urbanos é permitida a instalação de infra‑estruturas de produção e transporte de energias renováveis, de acordo com o regulamento aplicável.(art. 21)
  • Espaços naturais destinam-se a recreio e protecção de valores naturais, com condições de manutenção da qualidade ambiental.(art. 29)
  • Espaços florestais admitem ocupação com espécies autóctones ou tradicionais e atividades de produção florestal conforme aptidão.(art. 25)

Building capacity and parameters

O regulamento fixa índices, alturas máximas e afastamentos diferenciados segundo a hierarquia dos aglomerados e tipo de espaço, bem como parâmetros para espaços industriais e outras instalações.

  • Estabelece densidade bruta (ex.: 40 fogos/ha em regra, 30 fogos/ha para níveis IV–VI), coeficientes de ocupação (0,40 nível I; 0,30 níveis II–III; etc.), índices de utilização (1,00 nível I; 0,75 níveis II–III; 0,50 níveis IV–VI) e alturas máximas (até 12 m e quatro pisos em nível I; 6,5 m e dois pisos em níveis IV–VI), com excepções para instalações especiais.(art. 38)
  • Para edificações em espaços não urbanos prevê altura máxima de cumeeira ou beirado e dois pisos e um índice de utilização máximo (valor citado no regulamento), sujeitas a condições de infra‑estruturas e ligações.(art. 18)
  • Para espaços industriais propostos fixa coeficientes de ocupação, coeficiente volumétrico e afastamentos mínimos (frontal 7,5 m; laterais 5 m; tardoz 5 m), área não edificada obrigatória e outras obrigações como cortina arbórea e proibição de habitação de guardas.(art. 47)
  • Instalações (não residenciais) têm área bruta de construção máxima, altura máxima de 4,5 m ao beirado/alt. e exigência de tratamento de efluentes e afastamento mínimo de 200 m de zonas sensíveis.(art. 20)

Constraints and easements

O Plano inclui condicionamentos patrimoniais, de protecções infraestruturais e referências à prevalência de normas setoriais, impondo áreas de protecção e regimes especiais.

  • Reconhece o património cultural concelhio (monumentos, conjuntos e outros), estabelece regimes de protecção para imóveis em vias e núcleos históricos, incluindo áreas de protecção até à classificação e exigência de mapas de acabamentos para projectos nestas zonas.(art. 10; art. 11; art. 12; art. 13)
  • Projectos em zonas de património cultural são condicionados quanto à intervenção, cércea, integração de elementos tradicionais e instrução com documentação justificativa, podendo a Câmara condicionar demolições e substituições.(art. 14)
  • Estabelece protecções a infra‑estruturas viárias e ferroviárias com hierarquia de corredores e zonas de protecção, incluindo proibições e normas de implantação junto de vias e linhas ferroviárias.(art. 50; art. 52; art. 54)
  • As disposições do Plano prevalecem sobre ordenamentos administrativos municipais e aplicam‑se em conformidade com normas sectoriais (ex.: RAN, REN e domínio público); o Plano remete para cumprimento de disposições legais especiais vigentes.(art. 6)
  • Protecções específicas referem captações subterrâneas de água e sistemas de saneamento, com requisitos de proteção da qualidade e proibições próximas às captações.(art. 56; art. 58)

Procedures and execution

O regulamento define licenciamento, documentos exigidos e a obrigação de elaborar unidades operativas de planeamento e gestão e planos complementares para implementação.

  • Lista operações sujeitos a licenciamento municipal (obras, alterações, instalações de depósitos, parques de campismo, recintos de jogos, áreas permanentes de estacionamento, e outros), bem como ações sujeitas a autorização (destruição de solos agrícolas, aterros) e obras que dependem de licença da Câmara.(art. 8)
  • Indica que o Plano é composto por elementos fundamentais, complementares e anexos (plantas e estudos) que integram a documentação exigível para execução e apreciação.(art. 4)
  • Prevê a vigência do Plano de 10 anos com avaliação bienal pela Câmara e procedimentos de revisão para manter o Plano em condições de ser aprovado e entrar em vigor.(art. 5)

Can one build on rustic land in Trancoso?

Not automatically. New housing on rustic land is as a rule tightly restricted and, in agricultural or forest classes, often prohibited — unless the Trancoso PDM makes an exception (rural settlement, a house tied to a farm, rural tourism, reconstruction of a pre-existence). RAN, REN, protected areas, flood zones or rural fire hazard can still block what the PDM would admit. A listing that says “construction is possible” does not replace the map or a PIP at the Câmara Municipal.

What can I build on a plot in Trancoso?
