Building capacity and parameters
O regulamento estabelece parâmetros de edificabilidade por categoria/subcategoria (índices, áreas máximas, número de pisos, alturas e impermeabilização), com tabelas e condicionamentos específicos.

Constraints and easements
O PDM identifica servidões, reservas e zonas protegidas (RAN, REN, zonas de proteção de albufeiras, património classificado, risco de incêndio, zonas inundáveis), com condicionamentos e proibições específicas.

Procedures and execution
O regulamento prevê instrumentos e procedimentos de execução, unidades operativas (UOPG), contratos de execução para núcleos turísticos e exigência de documentação e pareceres para intervenções em patrimónios e áreas protegidas.
