Can I build on rustic land in Leiria?

About 75% of the territory of Leiria is rustic land. That does not mean one may never build, but new housing is as a rule tightly restricted and often prohibited unless the PDM makes an exception (rural settlement, a farmhouse, reconstruction). RAN, REN, protected areas, flood zones or rural fire hazard can still block what the plan would admit. Confirm the class on the map — not only the caderneta predial — and, if in doubt, file a PIP with the Câmara.

Definitions and land classification

O regulamento classifica o solo em classes, categorias e subcategorias e define noções técnicas (ex.: cave, área de construção, colmatação) aplicáveis ao ordenamento.

Uses and land classes

O regulamento indica usos dominantes, compatíveis e complementares por categorias/subcategorias de solo, e disciplina usos especiais como turísticos, industriais e empreendimentos estratégicos.

Building capacity and parameters

O regulamento estabelece parâmetros de edificabilidade (índices de utilização/ocupação, impermeabilização, alturas, número de pisos, áreas mínimas de parcela) por categorias e subcategorias de solo.

  • Parâmetros gerais por graus/espacos centrais e residenciais: índices, alturas e número de pisos variam por Grau I/II/III e subcategorias, com referências a percentagens de impermeabilização e índices de utilização aplicáveis.(art. 85; art. 86; art. 87)
  • Solo rural e florestal: quadros de edificabilidade definem área mínima de parcela, índice máximo de utilização do solo, índice de impermeabilização e número/altura de pisos para usos específicos (apoio agrícola, pecuária, indústria rural, empreendimentos turísticos).(art. 60; art. 63; art. 66)
  • Áreas industriais/armazenagem e comércio/serviços têm índices e afastamentos específicos (ex.: índices de utilização até 0,7 para industrial/armazenagem com impermeabilização elevada e afastamentos definidos).(art. 95; art. 96)
  • Espaços verdes e de proteção: limites reduzidos de ocupação e impermeabilização e alturas máximas de fachada (por ex., 4,5 m), privilegiando pavimentos permeáveis e preservação arbórea.(art. 99; art. 97)

Constraints and easements

O regulamento lista condicionantes ambientais, patrimoniais e de infraestruturas que condicionam usos e operações urbanísticas, incluindo áreas de risco e servidões específicas.

  • Planta de Condicionantes integra RAN, REN, áreas florestais percorridas por incêndios, perigosidade de incêndios, zonas inundáveis, Rede Natura e outras condicionantes que regulam intervenções.(art. 3; art. 12; art. 16)
  • Estrutura ecológica municipal: áreas fundamentais, complementares e corredores ecológicos com restrições (proibições e ações condicionadas) para proteger biodiversidade, linhas de água e evitar alteração de habitat.(art. 12; art. 13)
  • Áreas de risco e zonas inundáveis: usos e operações condicionadas ou interditas nas zonas inundáveis (aterros, impermeabilizações, instalações industriais perigosas) e exigência de estudos e cotas de proteção.(art. 16; art. 17)

O regulamento prevê instrumentos de acompanhamento, exigência de pareceres e contratos para operações (ex.: contratos para núcleos/empreendimentos turísticos), Unidades de Execução e regras para operações urbanísticas em áreas condicionadas.

What can I build on a plot in Leiria?

It depends on the plot's land class on the zoning map and on the rules in the Leiria PDM regulation. How is rustic land reclassified as urban in Leiria?

Reclassifying rustic land as urban is a decision of the Câmara Municipal within the plan, subject to strict RJIGT conditions (since 2025, as a rule contiguity with urban land and an affordable or public-housing component).
