Uses and land classes
O regulamento define usos admitidos, condicionados ou proibidos por tipo de espaço (urbanos, industriais, agrícolas, áreas de proteção e equipamentos escolares).
- Nas áreas urbanas, as construções sujeitam‑se ao regulamento do respectivo PU ou, na falta deste, às especificações do Regulamento do PDM; fora dos perímetros urbanos não são permitidas ocupações de natureza urbana.(art. 16)
- Na área industrial apenas se podem instalar indústrias das classes C e D, com preferência por actividades complementares à agricultura; é interdita a construção de habitações (excepto um guarda de até 100 m2).(art. 17)
- Nas áreas agrícolas é proibido o loteamento urbano; só são admitidos edifícios de habitação destinados ao proprietário do terreno e instalações agrícolas compatíveis, e podem existir actividades de recreio e turismo licenciadas.(art. 18)
- Em zonas de proteção natural são proibidas actividades que danifiquem o património natural, loteamentos urbanos e depósitos de sucata; podem admitir‑se reservas de recreio com construções estritamente ligadas às actividades de lazer e devidamente enquadradas.(art. 20)
- Equipamentos escolares estão sujeitos a servidões e restrições legais específicas e a regras de compatibilização de usos na zona de proteção (200 m), com proibições de actividades tóxicas, sonoras ou incómodas nas proximidades.(art. 11)
- Servidões de linhas aéreas e redes de saneamento condicionam plantação de árvores e construções nas faixas definidas conforme potências e tipologia de condutas.(art. 8; art. 9)
Building capacity and parameters
O regulamento fixa índices de ocupação, alturas máximas, afastamentos mínimos e outras regras de implantação consoante a tipologia e a área (aglomerados, áreas diferenciadas, industriais e agrícolas).

- Área diferenciada (moradias unifamiliares): área mínima de lote 300 m2, frente mínima 12 m, Is máximo 0,7, e afastamentos mínimos — frente 3 m, laterais 3 m, tardoz 6 m; altura máxima de duas pisos (sótão e cave admitidos).(art. 16)
- Nos centros C2 a altura máxima é 6,5 m (dois pisos), salvo casos justificados; superfície impermeabilizada dos lotes não poderá exceder 20% além da área coberta (C2) e 25% na área diferenciada.(art. 16)
- Área industrial: índice de ocupação ≤0,6 (lotes ≤1250 m2) e ≤0,5 (lotes >1250 m2); número de pisos — até 2 para administrativos e 1 para naves (altura máxima 5,5 m); afastamentos mínimos às vias 3 m ou 10 m consoante PP; afastamento mínimo de 5 m do lote vizinho salvo plano aprovado.(art. 17)

Constraints and easements
O PDM impõe condicionantes por servidões, zonas protegidas (REN, RAN), áreas de recurso hídrico, património arqueológico e cultural, e regras específicas para captações e ETAR.
- Servidões de linhas aéreas: faixas de servidão conforme potência — >60 kW: 40 m; 60 kW: 30 m; <60 kW: 20 m; proibição de plantações de árvores que prejudiquem as linhas; construções condicionadas por Decreto Regulamentar n.º 90/84.(art. 8)
- Servidões de saneamento: interdição de construções em faixa de 10 m sobre condutas e de construções a menos de 1 m das condutas; faixa de 15 m para plantação de árvores fora de áreas urbanas; área non aedificandi de 200 m a partir de ETAR e aterro sanitário.(art. 9)
- REN e RAN: áreas sujeitas aos condicionamentos da legislação específica e, para utilizações não agrícolas nesses solos, exigem pareceres das comissões regionais competentes (CCRLVT para REN, Comissão Regional da RAN para RAN).(art. 12; art. 13; art. 18)
- Áreas de proteção a recursos hídricos: margens e faixas non aedificandi e de jurisdição hidráulica definidas conforme tipo de curso de água (ex.: 5 m non aedificandi em linhas não navegáveis; 10 m non aedificandi no Tejo; albufeiras 100 m), proibição de lançamentos sem tratamento; regras para captações profundas (licenciamento DGRN, perímetros de protecção).(art. 20)
- Património arqueológico e cultural: zonas non aedificandi e reservas de proteção (50 m perimetral para estações arqueológicas e maioria dos edifícios classificados); obras em edifícios classificados carecem de parecer municipal e do IPPAR conforme grau de classificação.(art. 14; art. 20; art. 21)

- Sobreposição de servidões: recursos hídricos prevalecem; RAN e proteção de património natural e cultural prevalecem sobre outras, salvo recursos hídricos.(art. 21)
Procedures and execution
O regulamento detalha licenciamento, pareceres e procedimentos a observar para obras, captações e proteção arqueológica, incluindo competências municipais e regionais.
- Obras nas áreas urbanas e nos aglomerados obedecem ao regulamento do PU respectivo ou, na falta, ao Regulamento do PDM; loteamentos devem seguir Decreto‑Lei n.º 448/91 quando aplicável.(art. 16)
- Captações profundas exigem licenciamento prévio pela DGRN e apresentação do projecto à Câmara com planta à escala 1:25 000, 1:5000 e 1:2000 e especificações de protecção; alguns locais são proibidos (ex.: <1000 m de captações camarárias para captações >20 m).(art. 20)
- Efluentes industriais só podem ser ligados à rede pública após pré‑tratamento que elimine poluentes listados e cumpram parâmetros de temperatura e pH; as ligações e percentagens de caudais devem ser justificadas em projecto técnico.(art. 17)
- Achados arqueológicos: a Câmara pode suspender licenças de obras para estudos arqueológicos por até 45 dias e orientar a continuação ou suspensão dos trabalhos segundo organismos oficiais.(art. 21)
- Em áreas da RAN e REN, utilizações não agrícolas carecem de parecer favorável das respetivas comissões regionais, com integração de um representante municipal nas decisões que digam respeito ao concelho (RAN).(art. 18)
Definitions and land classification
O regulamento classifica o solo em categorias (urbanos, urbanizáveis, industriais, agrícolas, florestais e áreas naturais/culturais) e define tipologias de aglomerados por ordem.
- São fixados perímetros urbanos para cada aglomerado, incluindo áreas urbanas existentes e necessárias à expansão (áreas urbanizáveis) e identifica‑se o aglomerado principal (C1 Alpiarça), C2 (Casalinho, Frade de Cima, Frade de Baixo) e C3 (Gouxaria).(art. 16)
- As áreas agrícolas subdividem‑se em áreas abrangidas pela RAN/REN e outras áreas agrícolas e florestais; definem‑se unidades de cultura mínimas para loteamentos agrícolas (hortícola 0,5 ha; arvense 2 ha; sequeiro 4 ha), acrescidas nos terrenos da RAN.(art. 18)
