Can I build on rustic land in Serpa?
Municipal cartography does not yet allow a reliable land-classification percentage. The correct reading is the zoning map, the regulation and the overlays (RAN, REN, protected areas, flood zones, rural fire hazard), class by class — and, for a concrete proposal, file a PIP with the Câmara.

Uses and land classes
O regulamento tipifica usos dominantes, complementares e compatíveis consoante as categorias de solo e descreve usos por subcategorias (agrícolas, agrossilvopastoris, naturais, turísticos e urbanos).

Building capacity and parameters
O regulamento estipula índices, parâmetros de ocupação, pisos máximos e limites específicos conforme categorias de espaço, com referência a anexos para valores pormenorizados.
- Definições de índices (Io, Iu, Iv) e distinção entre aplicação bruta e líquida para aferição da capacidade edificatória.(art. 1; art. 42)
- Em espaços agrícolas, instalações adstritas: Io máximo 0,04 (com possibilidade excecional de 0,06 em certos casos), máximo de 1 piso (exceto justificação técnica) e cumprimento de integrações referidas nos artigos 14.º e 15.º.(art. 28)
- Habitação em exploração agrícola: área mínima do prédio 4 ha; edificação 1 piso (até 2 quando adaptado ao relevo); área de construção líquida máxima 500 m2.(art. 29)
- Empreendimentos turísticos: índice de impermeabilização 0,20 e número de pisos 2 acima da cota de soleira, com limites de capacidade e condicionantes em Rede Natura 2000.(art. 30)
- Nos espaços naturais admissíveis, parques de merendas têm área máxima de ocupação 3000 m2, capacidade máxima 50 pessoas e estacionamento para 10 automóveis; demais parâmetros remetem a disposições do regulamento e anexos.(art. 33)
- No solo urbano a aplicação dos índices brutos e líquidos e limites máximos de pisos e outros parâmetros aplicam-se conforme Anexo 4 e dispositivos do regulamento; lotes de moradias e operações análogas têm regime específico.(art. 42; art. 65; art. 4)
Constraints and easements
O regulamento identifica e exige observância de várias servidões, reservas e áreas protegidas, enumeradas na planta de condicionantes e no Anexo 2.
- Lista de servidões e restrições: domínio público hídrico, albufeiras, captações, bens do domínio público geológico, áreas minerais, REN, RAN, Parque Natural do Vale do Guadiana, Rede Natura 2000, áreas florestais percorridas por incêndios e perigosidade de incêndios, património edificado e infraestruturas.(art. 2)

Procedures and execution
O regulamento define instrumentos, execução programada, unidades de execução (UOPG) e exigência de pareceres e projetos conforme tipo de intervenção.

Can one build on rustic land in Serpa?
Not automatically. New housing on rustic land is as a rule tightly restricted and, in agricultural or forest classes, often prohibited — unless the Serpa PDM makes an exception (rural settlement, a house tied to a farm, rural tourism, reconstruction of a pre-existence). What can I build on a plot in Serpa?
It depends on the plot's land class on the zoning map and on the rules in the Serpa PDM regulation.
