Can I build on rustic land in Ourique?

Uses and land classes
O regulamento descreve as ocupações e usos admitidos por categorias e subcategorias de solo, incluindo usos agrícolas, florestais, turísticos, industriais e equipamentos, com condicionamentos específicos conforme a subcategoria.
- O PDM enumera usos admitidos em solo rústico como habitação ligada à atividade agrícola, edificações de apoio, estabelecimentos industriais ligados à fileira, empreendimentos turísticos isolados, núcleos de desenvolvimento turístico e usos especiais.(art. 23; art. 30; art. 31)
- Nos espaços integrados na Rede Natura 2000 são promovidas práticas de conservação e impostas restrições e condicionamentos a atos e atividades (ex.: instalação de empreendimentos, extracção de inertes), bem como exigência de pareceres.(art. 29)

Building capacity and parameters
O regulamento fixa regimes de edificabilidade diferenciados por categorias de solo e subcategorias, com quadros de parâmetros (dimensões mínimas de parcela, áreas máximas, índices, alturas e número de pisos) e condições específicas para solo rústico e espaços turísticos.
- O regime de edificabilidade em solo rústico estabelece dimensões mínimas de parcela para usos como habitação (40 000 m2) e industriais (20 000 m2), bem como limites de área de construção e índices máximos, conforme o quadro anexo ao artigo.(art. 26)
- Para empreendimentos turísticos isolados e parques de campismo aplicam-se parâmetros como número máximo de pisos (2 pisos), limite de impermeabilização (20% para a maioria; exceção para parques), e alturas máximas especificadas (por ex. 7 m para parques).(art. 30)
- A edificação nova em solo rústico fica sujeita aos parâmetros do quadro de regime de edificabilidade, podendo obras de reconstrução e ampliação seguir parâmetros específicos preservando condições de habitabilidade e salubridade.(art. 26)
Constraints and easements
O PDM identifica uma extensa rede de condicionantes ao uso do solo — servidões administrativas, REN/RAN, áreas protegidas, riscos naturais, Rede Natura 2000 e património — e estabelece regimes específicos de salvaguarda e pareceres obrigatórios.

- A classificação acústica (Mapa de Ruído) define zonas mistas e zonas de conflito acústico com obrigação de planos de redução do ruído e aplicação de limites e medidas técnicas em função dos indicadores Lden e Ln.(art. 12)
- A Rede Natura 2000 e ZPE impõem objetivos de conservação, práticas de gestão e condicionam instalações (ex.: limites à instalação de empreendimentos, aerogeradores ou fotovoltaicos) e exigem pareceres das autoridades de conservação.(art. 29)
- Medidas de defesa da floresta contra incêndios e condicionantes de perímetros com perigosidade elevada impõem recomendações de implantação, faixas de proteção e pareceres da Comissão Municipal de Defesa da Floresta.(art. 27)
- Limite de intensidade turística concelhia fixada (3579 camas) configura condicionamento à autorização de novos empreendimentos turísticos e à distribuição interconcelhia.(art. 6)
Procedures and execution
O regulamento define procedimentos para execução de operações urbanísticas, necessidade de pareceres e contratos de execução para NDT e prevê unidades operativas de planeamento (UOPG) para concretização de operações.

O regulamento classifica o solo do concelho em solo rústico e urbano, com múltiplas categorias e subcategorias, e define o sistema urbano hierarquizado por níveis de aglomerado.

Not automatically. What can I build on a plot in Ourique?
