Uses and land classes

O regulamento define classes de espaço e indica que usos são compatíveis ou interditos em cada uma, com regras específicas para zonas urbanas, industriais, agrícolas, agro‑florestais e turísticas.

  • Nos espaços urbanos são proibidas instalações como parques de sucata, depósitos de resíduos sólidos e certas actividades pecuárias; indústrias tipos A e B são interditas e classes C e D são condicionadas quanto à localização e isolamento.(art. 49; art. 51)
  • Áreas urbanas dividem‑se em consolidada, expansão (H1, H2), indústria consolidada e áreas verdes, com possibilidades de localizar funções complementares compatíveis com habitação.(art. 52; art. 53)

Constraints and easements

O Regulamento especifica redes de protecção ambiental, perímetros de protecção, reservas, protecções patrimoniais e servidões que condicionam a ocupação e intervenção no território.

  • Reserva Ecológica Nacional (REN): delimitação na planta e proibições gerais a loteamentos, urbanizações, construções, aterros, alterações do coberto vegetal, com listas de interdições e excepções detalhadas.(art. 6; art. 7; art. 8)
  • Albufeiras e faixas envolventes: faixa de protecção de 100 m além do nível de pleno armazenamento e interdições específicas (construções, descarga de efluentes, exploração de massas minerais, etc.).(art. 11)
  • Perímetros de protecção a captações subterrâneas: 20 m (próxima) e 100 m (alargada), com restrições à edificação, sumidouros, regas com águas negras, instalações pecuárias e indústrias prejudiciais.(art. 17)
  • Áreas de infiltração máxima: interdições específicas (descarga efluentes, rega com águas residuais, impermeabilização >10% da parcela, campos de golfe) e exigência de tratamento completo de efluentes para novas actividades.(art. 13)
  • Zonas ribeirinhas e leitos: proibida destruição de vegetação ribeirinha e alterações do leito, construção que prejudique escoamento, salvo planos ou projectos aprovados pelas entidades competentes.(art. 10)

Procedures and execution

O Regulamento estabelece procedimentos de licenciamento, instrumentos de planeamento detalhado e regras de avaliação e revisão do Plano.

O Regulamento define e classifica os tipos de solo e as categorias de espaço urbano/territorial usados no ordenamento municipal.

  • Área urbana: espaços com estatuto de ocupação para fins urbanos, com infra‑estruturas ou susceptíveis de as ter a curto/médio prazo; subdividem‑se em consolidada, expansão (H1/H2) e indústria consolidada.(art. 50; art. 52)
  • Espaços urbanizáveis: áreas vocacionadas para ocupação urbana/industrial sem utilização imediata, sujeitas a plano de pormenor; regime transitório mantém uso agrícola e proíbe loteamento e construções (exceto apoio agrícola precário).(art. 60; art. 61)
