Uses and land classes

O regulamento descreve classes, categorias e subcategorias de espaço e indica, por classe, os usos admitidos ou predominantes, bem como condicionamentos específicos para usos industriais, turísticos, equipamentais e rurais.

Building capacity and parameters

O regulamento fixa índices, cérceas, número máximo de pisos, áreas mínimas de lote e índices de implantação/construção/impermeabilização diferenciados por categorias (consolidadas, preenchimento, expansão, UOPG, industrial, rural).

Constraints and easements

O Regulamento enumera servidões, áreas protegidas e condicionantes ambientais e infraestruturais (REN, RAN, Rede Natura, albufeiras, linhas de água, proteção a infraestruturas, zonas arqueológicas) e impõe pareceres e limites de uso nessas áreas.

  • Proteções a linhas de água, margens, faixas de proteção às infraestruturas de água e saneamento, e faixas non aedificandi junto de estações de tratamento e coletores (distâncias e proibições descritas).(art. 65; art. 78)
  • Rede viária e ferroviária têm regimes de proteções conforme categoria da via e servidões aplicáveis, com manutenção de regimes existentes em desclassificações e necessidade de respetivos alinhamentos nos perímetros urbanos.(art. 74; art. 76)

Procedures and execution

O regulamento define instrumentos e procedimentos de planeamento e execução (elementos do PDM, planos de pormenor, UOPG, pareceres e condicionamentos para licenciamento e compensações), e disciplina mecanismos de compensação urbanística.

  • Elementos do PDM incluem Regulamento, plantas de ordenamento (1:25 000 e 1:5 000 desdobradas por estruturas urbanas), plantas de condicionantes e elementos complementares (relatório, estudos), que vinculam o ordenamento e exigem observância nos processos.(art. 6)

Can one build on rustic land in Ponte de Sor?

Not automatically. New housing on rustic land is as a rule tightly restricted and, in agricultural or forest classes, often prohibited — unless the Ponte de Sor PDM makes an exception (rural settlement, a house tied to a farm, rural tourism, reconstruction of a pre-existence).
