Uses and land classes

O regulamento classifica as categorias e usos dos espaços urbanos, urbanizáveis e rurais e define subcategorias e destinos específicos para cada classe.

  • Identifica classes de Espaços no Município: Espaços Urbanos, Espaços Urbanizáveis, Espaços Agroflorestais, Florestais, Naturais, entre outros, e enumera categorias como Habitacionais, Industriais, Verde de Recreio e Verde Livre Urbano.(art. 6)
  • As áreas urbanizáveis subdividem‑se em áreas habitacionais, industriais, verdes de recreio e verdes livres, com sub‑classificação por densidade (alta, média, baixa) e admissibilidade de equipamentos coletivos e, quando aplicável, empreendimentos turísticos.(art. 12-E)

Building capacity and parameters

O regulamento fixa definições e parâmetros urbanísticos (índices, áreas e alturas) aplicáveis às construções e remete para cartografia e instrumentos de planeamento para aplicação concreta.

  • Define parâmetros e índices como altura da fachada (Hf), altura total (H), superfície global/bruta/líquida, superfície de implantação, índice de utilização, percentagem de ocupação, índice de impermeabilização e índice volumétrico.(art. 5)
  • Apresenta quadro de referência para número de fogos/ha e número de pisos (ex.: 4 fogos/ha = 2 pisos; 50 fogos/ha = 4 pisos) aplicáveis aos Espaços Urbanizáveis, devendo o loteamento e operação urbanística obedecer às regras do regulamento.(art. 12-E)
  • No Parque Natural da Arrábida prevê regras tipológicas e limite de altura total para novas edificações, em regra não superior a 6,5 m e normalmente até dois pisos, com condicionamentos de implantação e vedação.(art. 47)
  • Para as áreas dos Planos Especiais (PNA, RNES) adota definições específicas de área bruta de construção, área de impermeabilização, altura total e cércea, remetendo para esses valores na cartografia e anexos.(art. 38)

Constraints and easements

O regulamento integra múltiplos condicionantes: património arqueológico/edificado, regimes de proteção ambiental (PNA, RNES, RAN/REN), infraestruturas e risco de inundações, com proibições e regimes condicionados conforme área.

  • Transpõe e aplica regimes dos Planos Especiais de Ordenamento do Parque Natural da Arrábida e da Reserva Natural do Estuário do Sado, com áreas de proteção total, parcial e complementar e interdições/condicionamentos especificados.(art. 1-A; art. 37; art. 56)
  • Refere a incidência de regimes da Reserva Agrícola Nacional (RAN) e Reserva Ecológica Nacional (REN) e condicionamentos para operações e usos em espaços naturais e agroflorestais.(art. 17)
  • Estabelece condicionamentos relativos a corredores de infraestruturas (rodoviárias, ferroviárias, oleoduto, gás), instalações industriais e de controlo de poluição (água, ar, ruído, solo) e atividades perigosas sujeitas a licenciamento específico.(art. 24; art. 25-A; art. 26-C)
  • Define normas sobre Áreas de Risco Potencial Significativo de Inundações (ARPSI): classes de perigosidade, regras de localização, proibições de caves, exigência de soluções urbanísticas/arquitetónicas e condicionamentos por classe de risco.(art. 74; art. 76; art. 77)

Procedures and execution

O regulamento prevê instrumentos de planeamento e exigências documentais para projetos, operações urbanísticas e intervenções em áreas com condicionamentos.

  • Constituem‑se Unidades Operativas de Planeamento e Gestão (UOPG) para áreas específicas e as operações devem ser enquadradas por planos de âmbito municipal, Planos de Urbanização ou Planos de Pormenor conforme a escala e intervenção.(art. 6-P)
  • Projectos de arquitetura no Parque Natural devem ser elaborados por arquitetos e incluir planta de localização, levantamento topográfico e da vegetação, projeto de arquitetura paisagista, plano de cores e outros elementos técnicos para avaliação paisagística.(art. 47)
  • Estabelece regime de estacionamento com mínimos por tipo de uso e possibilidade de dispensa parcial mediante justificação ou estudo aprovado; prevê regime excecional de regularização para situações específicas.(art. 33-A)
  • Para projetos considerados de interesse estratégico (PIN/PIE/PII) exige análise prévia, questionário de caracterização, estudos hidráulicos quando em área de risco e medidas de autoproteção, com possibilidade de pareceres vinculativos e condicionamentos.(art. 80)

O regulamento adota e especifica definições técnicas e terminologia urbanística aplicável ao PDM e aos Planos Especiais.

  • Define termos como altura da fachada, altura total, superfície global/bruta/líquida, superfície de implantação, área bruta de construção total (ABCT), índice de utilização, percentagem de ocupação e índice de impermeabilização.(art. 5)
  • Para as áreas dos Planos Especiais (Arrábida, Estuário do Sado) adopta definições específicas (área bruta de construção, área de impermeabilização, cércea, construção de apoio, construção ligeira, parcela, obra de reconstrução, etc.).(art. 38)

Can one build on rustic land in Palmela?

Not automatically. New housing on rustic land is as a rule tightly restricted and, in agricultural or forest classes, often prohibited — unless the Palmela PDM makes an exception (rural settlement, a house tied to a farm, rural tourism, reconstruction of a pre-existence). RAN, REN, protected areas, flood zones or rural fire hazard can still block what the PDM would admit. A listing that says “construction is possible” does not replace the map or a PIP at the Câmara Municipal.

What can I build on a plot in Palmela?
