Definitions and land classification
O regulamento define conceitos e índices urbanísticos usados no PDM, incluindo perímetros e índices de construção e densidade.
- Define Perímetro Urbano como o conjunto coerente das classes Espaço Urbano, Espaço Verde Urbano, Espaço Urbanizável e Espaço Industrial contíguas; e apresenta definições de densidade global e líquida, índices de ocupação, utilização e volumétrico, impermeabilização, número de pisos e lugar de estacionamento.(art. 62)

Uses and land classes
O regulamento estabelece a distribuição de usos por classes de espaço e regras gerais sobre onde certas actividades podem ser licenciadas.
- As Áreas Industriais são constituídas e destinam‑se preferencialmente à instalação de actividades industriais, sendo o licenciamento de actividades das classes A e B (ou ocupando >3 ha) condicionado a estas Áreas Industriais; fora delas só podem licenciar‑se actividades das classes C e D e algumas actividades económicas justificadas técnica e economicamente.(art. 1)
- Espaços agrícolas devem privilegiar conservação da natureza e paisagem, protegendo biótopos e elementos caracterizadores da paisagem, e incentivam‑se acções de melhoria estrutural e técnicas agrícolas compatíveis com protecção ambiental; na Área Agrícola da RAN são proibidas actividades que reduzam capacidade produtiva e alterações irreversíveis do solo.(art. 1)
- Exploração de recursos extractivos condicionada quanto a localização e dimensão, com imposição de recuperação posterior dos vazios e sujeita a legislação específica.(art. 1)
- Espaço Aquícola com protecções ripícolas mínimas e controlo de poluição para garantir uso da água, e sujeição ao regime de licenciamento do domínio hídrico por INAG.(art. 1)
- Instalações insalubres, incómodas, perigosas ou tóxicas sujeitas a licenciamento municipal e a medidas de controlo e possível cassação de licença; suiniculturas e outras pecuárias têm regras específicas de licenciamento.(art. 1; art. 1)
Building capacity and parameters
O regulamento fixa parâmetros e faixas a observar para implantação, afastamentos e estacionamento, remetendo também para legislação e planos específicos.
- Define índices e parâmetros (densidade global e líquida, índice de ocupação, índice de utilização/construção, índice volumétrico, índice de impermeabilização, nº máximo de pisos e lugar de estacionamento) como referências para edificabilidade.(art. 62)
- Estabelece faixas 'non aedificandi' ao longo de estradas municipais (8 m para edificação geral; 50 m para armazéns/indústria), caminhos municipais (6 m; 30 m) e estradas nacionais após entrega à CMM (10 m; 50 m), bem como alinhamentos mínimos dentro de perímetros urbanos (8 m geral; 20 m para edificações que promovam trânsito).(art. 42-R)
- Para comunicações ferroviárias são constituídas faixas de protecção mínimas de 10 m ou 40 m conforme tipo de edificação (habitação/industrial).(art. 43-R)
- No gasoduto/oleoduto são proibidas escavações, culturas e construções em faixas especificadas: 2 m (profundidade de arado limite 50 cm), 4 m de livre acesso, proibição de plantação em 5 m e de construção em 10 m para cada lado do eixo.(art. 45-G)
- Servidões de redes de abastecimento e emissários de drenagem: faixa 'non aedificandi' de 5 m em torno das adutoras e emissários; ETAR's com faixa de 200 m (reduzível a 10 m em Áreas Urbanas/Industriais), e proibição de plantação de árvores em 10 m fora de Espaços Urbanos/Urbanizáveis/Industriais.(art. 67-S)
- Valores mínimos para arruamentos e estacionamentos obedecem à Portaria nº 1182/92 e a repartição entre estacionamento privado e público por uso (ex.: Habitação 0,60 privado / 0,40 público) aplica‑se no licenciamento de loteamento urbano.(art. 85-A)

- No Espaço Florestal impõem‑se medidas preventivas contra incêndios: interdições (queimadas, fogos, máquinas sem equipamento anti‑faúlhas, etc.), e obrigatoriedades de limpeza e manutenção de faixas defensivas e aceiros.(art. 1)
Procedures and execution
O regulamento disciplina procedimentos de licenciamento, projetos e aprovação municipal, incluindo exigências de pareceres e qualificação técnica.
- Licenciamento de loteamentos, obras de urbanização e edificações está sujeito a pagamento de Taxa Municipal pela Realização de Infraestruturas Urbanísticas, aplicada no licenciamento e calculada por fórmula com coeficientes W1–W4; pagamento pode ser em dinheiro ou compensação em terreno aceite pela C.M.; alteração da taxa é competência da AMM mediante proposta da CMM.(art. 1)
- Materiais de revestimento e cores exteriores são objecto de licenciamento mediante Projecto de Revestimento e Cores integrado no Projecto Geral; enquanto não houver parâmetros municipais, o projecto deve assegurar durabilidade, fácil manutenção, harmonia cromática e integração no conjunto urbano, com regras específicas para Zonas a Preservar, e exige habilitação de arquitecto ou verificação pelos Serviços Técnicos da Câmara.(art. 2)
- Processos de licenciamento de actividades industriais e estabelecimentos seguem legislação específica (Decreto‑Lei n.º109/91 e complementos) e as Normas Provisórias/Planos das Áreas Industriais definem regime, condicionamentos e requisitos para licenciamento.(art. 1)
- Para licenciamento que possa afectar imóveis classificados ou propostos é obrigatório parecer favorável de comissão a instituir pela CMM para garantir salvaguarda e integração, bem como observância da legislação aplicável.(art. 66-S)
- A modificação dos limites das classes e categorias de espaço só se pode efectuar por revisão do PDM, publicação de Plano de Urbanização/Plano de Pormenor, ou alteração de pormenor com regras específicas (ajustamento ≤5% da área, coincidir com elementos físicos, excluir RAN/REN e outras condicionantes).(art. 89)
