Can I build on rustic land in Tomar?
Municipal cartography does not yet allow a reliable land-classification percentage. The correct reading is the zoning map, the regulation and the overlays (RAN, REN, protected areas, flood zones, rural fire hazard), class by class — and, for a concrete proposal, file a PIP with the Câmara.

Uses and land classes
O regulamento define usos dominantes, compatíveis e complementares por categorias de espaço, indicando usos específicos para espaços centrais, habitacionais, económicos, agrícolas, florestais, culturais e turísticos.

Building capacity and parameters
O regulamento fixa índices de utilização, ocupação, impermeabilização, alturas, número de pisos e parâmetros específicos por categorias (EC1, EH, espaços turísticos, industriais, etc.).

Constraints and easements
O regulamento identifica condicionantes territoriais e ambientais — RAN, REN, áreas de proteção da albufeira, risco de incêndio, zonas inundáveis, património classificado e Rede Natura — e impõe regras específicas nessas áreas.

Procedures and execution
O regulamento define instrumentos e processos de execução (UOPG, unidades de execução, loteamentos) e exige anexos, estudos e monitorização para a implementação do PDMT.

Definitions and land classification
O regulamento adopta definições legais e acrescenta conceitos próprios sobre áreas e zonas, classificando o solo em urbano e rústico e definindo tipologias de espaços.

Can one build on rustic land in Tomar?
Not automatically. New housing on rustic land is as a rule tightly restricted and, in agricultural or forest classes, often prohibited — unless the Tomar PDM makes an exception (rural settlement, a house tied to a farm, rural tourism, reconstruction of a pre-existence). What can I build on a plot in Tomar?
It depends on the plot's land class on the zoning map and on the rules in the Tomar PDM regulation.
