Uses and land classes
O regulamento classifica e descreve as principais categorias de uso do solo e que usos ou funções podem ser acolhidos em cada uma delas.
- Solo Rústico destina-se a aproveitamentos agrícolas, pecuários, florestais, turismo rural, infraestruturas e usos compatíveis com a conservação dos recursos naturais.(art. 8)
- Espaços Agrícolas: uso preferencial agrícola e atividades ligadas ao aproveitamento, transformação e comercialização dos produtos agrícolas; podem admitir-se usos complementares previstos no regulamento.(art. 25; art. 26)

Building capacity and parameters
O regulamento fixa parâmetros de edificabilidade conforme categorias de solo, incluindo áreas mínimas de parcela, índices, número de pisos e limites de implantação ou ocupação aplicáveis.

Procedures and execution
O regulamento define instrumentos de gestão, procedimentos de execução e exigências documentais ou de parecer para operações urbanísticas e para regularização de situações preexistentes.
