Uses and land classes
O regulamento define classes de uso do solo e as ocupações admitidas por cada uma, incluindo solo rural, solo urbano, atividades económicas, turísticas, equipamentos e espaços verdes.
- Identifica usos em solo rural como agrícolas, florestais, exploração de recursos geológicos, espaços naturais, aglomerados rurais e várias tipologias de turismo (ETI, NDT, parques de campismo, hotéis, pousadas).(art. 15; art. 36; art. 40)

Building capacity and parameters
O regulamento fixa parâmetros urbanísticos por categorias de solo e por UOPG/planes de pormenor, incluindo número de pisos, alturas máximas de fachada, índices de ocupação, utilização e impermeabilização e áreas máximas de construção.
- Para Empreendimentos Turísticos Isolados: máximo de 2 pisos acima da cota, altura máxima de fachada 7,5 m (com exceções), impermeabilização e área total máxima (por ex. 4000 m2), e estacionamento previsto.(art. 41)
- Em espaços agrícolas: para habitação unifamiliar até 2 pisos e altura máxima de fachada 7,5 m; índices e áreas máximas para habitação e instalações agrícolas definidos por tipo (artigo 47).(art. 47)

Constraints and easements
O regulamento identifica diversas servidões, áreas protegidas e condicionantes ambientais e patrimoniais, estabelecendo regimes específicos de proteção e zonas de envolvente.

O regulamento prevê instrumentos e processos de execução do plano, incluindo UOPG, Planos de Pormenor, Unidades de Execução, programação estratégica e mecanismos de perequação.
