Definitions and land classification

O regulamento define categorias e subcategorias de solo urbano, rústico e especial, bem como UOPG/SUB‑UOPG como unidades operativas de planeamento e gestão.

  • O solo urbano é classificado em espaços centrais, habitacionais, de atividades económicas, uso especial e espaços verdes, com subcategorias representadas na Planta de Ordenamento.(art. 63)
  • Existem categorias especiais de solo (ocupação turística, espaço rústico de proteção, espaço de equipamentos, recursos energéticos, infraestruturas, etc.) com regimes próprios.(art. 58)

Uses and land classes

O regulamento detalha vocações e usos admitidos por UOPG/SUB‑UOPG e define usos específicos para espaços protegidos e turísticos; os usos devem compatibilizar‑se com a envolvente e os objetivos programáticos.

  • Em áreas do Parque Natural de Sintra‑Cascais e zonas de proteção parcial/tipo I e II, admitem‑se usos que não comprometam objetivos de conservação, sujeitando certas atividades a parecer do ICNF.(art. 40-G)

Building capacity and parameters

O regulamento fixa parâmetros gerais e específicos por áreas (por ex., SUB‑UOPG com índices, cérceas e superfícies máximas), e regras para estacionamento e permeabilidade de parcelas.

Constraints and easements

O regulamento enumera diversos condicionantes ambientais, patrimoniais e de risco: áreas do PNSC, áreas de proteção total/parcial, zonas de risco costeiro, servidões e condicionamentos aeronáuticos.

Can one build on rustic land in Cascais?

Not automatically. New housing on rustic land is as a rule tightly restricted and, in agricultural or forest classes, often prohibited — unless the Cascais PDM makes an exception (rural settlement, a house tied to a farm, rural tourism, reconstruction of a pre-existence). RAN, REN, protected areas, flood zones or rural fire hazard can still block what the PDM would admit. What can I build on a plot in Cascais?

It depends on the plot's land class on the zoning map and on the rules in the Cascais PDM regulation. On rustic land the use is more restricted and new housing is often conditional or prohibited.
